Create or replace a scratch workspace file

Atomically create or replace one UTF-8 file in a scratch workspace on the owning daemon. Requires edit access to the agent. Creation never overwrites an existing file; replacement requires the mtime returned by the last read. Conflicts return 409. GitHub workspaces remain read-only. The control plane stores no file content.
